The proposed project is the adoption of the Climate Action Plan (CAP), a document that provides policies and measures aimed at reducing greenhouse gas (GHG) emissions within the City. The goal of the CAP is to reduce Dublin's community-wide GHG emissions by 25% below a business-as-usual scenario by 2020. The CAP identifies a variety of measures to achieve the City's GHG reduction target. The CAP describes baseline GHG emissions produced in Dublin, and projects GHG emissions that could be expected if the CAP is not implemented. The City expects the reductions to be achieved by a combination of the reduction measures in the CAP and State initiatives aimed at reducing GHG emissions, such as Renewable Portfolio Standards and Assembly Bill 1493 (Pavley).
