The Willow Springs Solar Project is a proposal to construct and operate a 150-megawatt solar photovoltaic power generating facility on 1,402 acres in unincorporated Kern County. The project includes: (a) Amendments of the Land Use, Open Space and Conservation Element of the Willow Springs Specific Plan from existing designations to Map Code)s 5.3/2.8 (Max 10 Dwelling Units per acre/Military Flight Operations 65 decibels), 5.3/2.85 (Max. 10 Dwelling Units per acre/Military Flight Operations 60 decibels), 5.5/2.8 (Max 1 Dwelling Units per acre/Military Flight Operations 65 decibels) and 6.2 (General Commercial); (b) Changes in zone classification from existing zone districts to A FPS (Exclusive Agriculture - Floodplain Secondary Combining); (c) Conditional use permit to allow the 150-megawatt solar photovoltaic (PV) power generating facility.
