Document Description
CDCR is mandated by the California Code of Regulations, Title 15, Section 3343(h) that special purpose segregated housing units be equipped with their own recreation yard, and each inmate housed in such units be provided 10 weekly hours of out-of- cell exercise time. A January 2007 statewide assessment of the housing capacity of Security Housing Units (SHU) and Psychiatric Services Unit (PSU) determined that these requirements could not be met with the existing group recreation yards. CDCR will construct SMY's at the locations mentioned above but not limited to those facilities in order to comply with the regulation. Each SMY will be approximately 150 sq. ft and will be constructed of 1/4 inch crimp-lock pre-galvanized fabric, with a secured roof constructed half of 1/4 inch crimp-lock pre-galvanized fabric, and half of metal pan decking. The yard itself will be set on a concrete base and will have a combination toilet and sink for inmate use. A gate will secure access to the yard, supplemented with a security lock and side cuff port similar to what is utilized in cell doors.

Reasons for Exemption
The project involves the installation of a limited number of new Small Management Yards (SMY) for inmate exercise, within the existing secure perimeter of the prison on currently paved and-or graded area, that involves negligible or no permanent effect on the environment. All necessary public services are available and the surrounding area is not environmentally sensitive. This is one of a class of projects the Secretary of Resources has found does not have a significant effect on the environment, therefore, is declared to be categorically exempt from the requirement for preparing an environmental document.
