Draft Negative Declaration No. 09-006 in conjunction with General Plan Amendment No. 09-002, Zoning Map Amendment No. 09-002, Zoning Text Amendment No 09-007, and Conditional Use Permit No. 09-024 analyzes the potential environmental impacts associated with a proposal to establish a new specific plan. The Wizard Garfield Specific Plan No. 16 development concept provides for a recreational vehicle storage facility within a portion of the SCE right of way that paralells the Santa Ana River Channel on the eastern boundary of the City. The property is located at the southeast corner of Garfield Avenue and Ward Street (generall bounded by Ward Street, Garfield Avenue, Santa Ana River Channel, Arevalos Park and Mariner;s Pointe Mobilehome Park). The SCE substation and Village Landscape Nursuries will remain in place.
