The Historic Downtown Specific Plan provides permitted uses, development standards, and design guidelines to guide development within nine districts to achieve the overall vision for the Specific Plan area. The Specific Plan proposes development and redevelopment of vacant and underutilized sites, adaptive reuse of existing structures, and the creation of open space uses within Downtown Upland. The Specific Plan would allow for commercial/retail, office, commercial/flex, public/institutional; industrial, public open space, and residential uses within the Downtown.
