The proposed project analyzed in the EIR is the adoption and implementation of the West Hollywood General Plan and associated Climate Action Plan. The West Hollywood General Plan serves as a blueprint/policy guide for determining the appropriate physical development and character of the City and establishes an overall development capacity. As an implementation action to the goals and policies within the General Plan, the Climate Action Plan (CAP) includes measures intended to reduce greenhouse gas emissions within City operations and the community at-large.
