The project is consisted with the General Plan Land Use Designation of Retail/Office and all applicable general plan as well as with the C-2, General Commercial zoning designation and regulations. The proposed development occurs with city limits on a project site of no more than five acres surrounded by urban uses. The project site has no value as habitat for endangered, rare or threatened species because the project is located in an urbanized area. As conditioned, approval of the project would not result in any significant effects relating to traffic, noise, air quality or water quality. The site can be adequately served by all required utilities and public services because the project is proposed on an existing developed on an existing structure, the project site has access to public streets and is served by public utilities and services.
