Document Description
The project is limited to one encroachment for aggregate extraction from the channel of the Van Duzen River for County purposes. On August 5, 2010, permits #SMR-03-86X/CUP-37-86X were again extended for a period of 15 years, allowing for annual extractions of 3,000 cubic yards, or extractions as large as 9,000 cubic yards every three years, with a maximum of 45,000 cubic yards over the 15 year duration of the permit. The existing permit expires on October 4, 2021. Consistent with those parameters set forth in the County permit, the Permittee proposes to extract 3,000 cubic yards and/or up to 9,000 cubic yards of gravel, rock, and sand annually from the PL-Van Duzen bar. Aggregate extraction consists of removal of flood-washed alluvial material using heavy equipment (e.g., front-end loaders, excavators, bulldozers, and dump trucks) from the Van Duzen River channel. The overall shape and dimensions of the extraction area generally are blended to conform to the "crescent' shape of the bar. The shape of the extraction will drain to ensure that it does not capture fish during high flow conditions. Willow (Salix sp.) patches on the bar will be avoided. Aggregate extraction methods and volumes are consistent with the approved annual extraction work plans. Gravel extraction will be intermittent and conducted between August 15th and October 15 (however, see section 2.2 of the Agreement), with each extraction period lasting approximately two to three weeks.
