Document Description
The project consists of incorporating the existing Fig Garden Financial Center (on the west portion of the site) into a mixed-use development that includes a new residential building. The new residential building is proposed on approximately 4.69 acres located immediately east of the existing financial center (referred to as the "Site Addition"). This property currently contains a 44-unit apartment complex, one single-family home, and a vacant residential lot. Existing structures on the Site Addition will be removed as part of the Project. An approximately 0.73 acre open space/park area will be provided on the east boundary of the Site Addition. The Project proposes approximately 305 residential units (i.e., apartments) in a multi-tiered building up to six-stories in height with underground parking. The Project Site would be accessed from W. San Jose Avenue from Palm Avenue, or from within the adjacent Fig Garden Village Shopping Center and the Financial Center parking lot. Emergency access only will be provided from W. San Jose Avenue near the Site Addition. Development of the Project would require approval of a General Plan Amendment, Rezone Application, and Conditional Use Permit. The project would require that the 2025 Fresno General Plan and Bullard Community Plan be amended for the Site Addition to change the land use designation from Medium Low Density and Medium High Density to Office Commercial to be consistent with the existing Fig Garden Financial Center directly to the west. The Project proposes to rezone the Site Addition to C-P (Administrative and Professional Office) so that the entire Project Site including the Financial Center has the same zoning. In addition, the Project is applying for a Mixed-Use Conditional Use Permit pursuant to Fresno Municipal Code Section 12-325 to allow the development of the 305 unit apartment building on the Site Addition.
