Document Description
The San Gorgonio Pass Water Agency (SPWA) is seeking to construct a permanent connection to the California Aqueduct. SGPWA currently operated a temporary connection between Noble Creek Unit Pipeline and an existing pipeline owned by the Beaumont Cherry Valley Water District. The permanent connection would consist of two underground vaults, approx 50 feet of piping, and a small precast above-ground building (approx 8'X8') to house electronic equipment. The grading footprint would be approx 0.02 acres.

Reasons for Exemption
The proposed project was evaluated as part of the EIR and Supplemental EIR No. 1 for the East Branch Extension Project - Phase I (SCH #92112068). The proposed project consists of a "limited number of small facilities or structures" and the "installation of small new equipment in small structures" as per CEQA Guidelines Section 15303. The site is located on the west bank of Noble Creek, which has been concreted. The site is heavily disturbed, and consists of compacted bare ground and minimal ruderal vegetation. The site does not support a native plant community and the project would not impact any sensitive habitats. No sensitive species are expected to occur on the site; however, to ensure no direct impacts to sensitive species occur, a preconstruction survey shall be conducted commensurate with the conditions outlined in the SEIR No. 1 (SCH #92112068). Any open trenches or pits shall be covered at the end of each work day to reduce the potential of harmed any sensitive mammals or lizards that may traverse the area and become trapped.
