Document Description
Riverside Unified School District is proposing to modernize Pachappa Elementary School. The project involves the development of a new two-story classroom building of roughly 16,000 square feet and with 11 classrooms, and a new one-story, 3,500 square foot library building, as well as expansion of the existing administration office by 400 square feet. The existing library comprises two former classrooms, which would be converted back into two classrooms. The proposed project would also remove 13 portable classroom buildings. The project would involve demolition of the existing parking lot in the western portion of the campus and development of two new parking lots, one along the western boundary and the other along the northern boundary. A total of 34 parking spaces would be provided. The proposed project would not change the number of classrooms or the capacity of the campus.

The proposed project is exempt from further environmental review under the requirements of the California Environmental Quality Act (Public Resources Code Sections 21000 et seq.) because it is consistent with Categorical Exemption Class 14 specified by CEQA Guidelines:
Class 14 consists of minor additions to existing schools within existing school grounds where the addition does not increase original student capacity by more than 25% or ten classrooms, whichever is less. (CEQA Guidelines ss 15314)
The proposed project is the development of a new classroom building containing 11 classrooms, a new library building, a 400-square-foot expansion of the existing administration office, and removal of 13 portable classroom buildings. The project would not change the number of classrooms or the capacity of the campus. All improvements would be within the confines of existing school grounds. Since project implementation would not increase student capacity by more than 25% or 10 classrooms, the proposed project is exempt from further environmental review in accordance with the California Environmental Quality Act.
