Document Description
The Downtown Area Plan (DAP) has been developed to establish a vision, policy framework and implementing actions (including design guidelines and revised zoning standards) for areas within and abutting Berkeley's long-time town center. The DAP will replace the current Berkeley Downtown Plan (adopted in 1990), and will be applied to a larger area than was considered in the current Downtown Plan.. The DAP is intended to guide development in the Downtown Area through 2030 - a- twenty-year period. It is expected that related amendments to the existing Berkeley General Plan will be made, in order to ensure that the DAP is consistent with the General Plan. Implementation of the DAP would enable the City of Berkeley to accommodate significant additional development. The EIR assumes up to 3,100 additional dwelling units, and nearly 1,000,000 square feet of non-residential space (largely comprised of University uses but also a smaller amount of new additional commercial, cultural and/or other institutional uses). Dedicated bus lanes for the implementation of Bus Rapid Transit have also been assumes, consistent with AC Transit agency's East Bay Bus Rapid Transit Draft EIR assumptions for the Downtown Area. For future streetscape improvements, are limited travel lane eliminations have also been analyzed as has the elimination of a two-block long bicycle lane (on Center Street).
