Document Description
In general, the purpose of the proposed project is to develop a shopping center that would include restaurant and retail uses, all of which would contribute to the economic base of the City of Manteca and respond to underserved demand for such uses within a rapidly growing area. Although not currently proposed, some retail uses may be replaced by office uses within Phase 3 of the project if the market demands. This potential change to office uses is consistent with the proposed General Commercial zoning of the site. The City of Manteca, as the lead agency, has developed primary objectives to satisfy the requirements of the State CEQA Guidelines Section 15124 (b).
