The project consists of a 1,575-acre habitat, enhancement and restoration at the Cullinan Ranch Restoration Project Site, a former tidal marsh adjacent to the Napa River Unit of the Napa-Sonoma Marshes Wildlife Area in San Pablo Bay and west of the City of Vallejo along Highway 37. Tidal action would be restored to the site by constructing four breaches to create a habitat to benefit estuarine biota such as birds, fishes and small mammals. The California State Lands Commission action is a 3-year General Lease - Public Agency use to U.S. Fish and Wildlife Service as the project proponent through May 23, 2015, for temporary sediment offloading facility and a dredged material slurry pipeline in the Napa River and Dutchman Slough.
