Document Description
This project consists of four culverts that are undersized, non-functional, or failing, and have the potential to collectively deliver more than 500 cubic yards of sediment annually. The purpose of the project is to address drainage problems and upgrade cross-drain culverts to provide erosion and sediment control. Sediment reduction will improve steelhead (and potentially Coho) spawning and rearing habitat in several miles of Kings Creek and 19 miles of the mainstream San Lorenzo River.

Reasons for Exemption
The project will be limited to replacement and reconstruction of existing facilities and some small construction of new small facilities to ensure the projects meet their beneficial purposes. After site inspection the County biologists and DFG biologists determined that the project would not cause significant impacts to any special status species or habitats as the majority of the project impact will take place within the existing road prism and the habitat nearby is in degraded condition. As stated in the attached memo "The County found no evidence that would indicate that the installation of these culverts would result in significant impacts to the environment or state or federally listed species due to unusual circumstances or cumulative effects, would not affect a scenic highway nor historic resources, and that the culverts were not subject to the location exception." Although site conditions indicate that no special status species will be impacted by the project, in order to be overly conservative and remove all potential for impacts to listed amphibians, the County will be conducting pre-construction surveys prior to implementation to ensure that no listed amphibians are present. This project is also Categorically Exempt from CEQA based on the County of Santa Cruz's NOE and findings filed on 6/17/2005.
