Document Description
Pacific Lumber Company is owner of 465 acres of property that constitutes the community of Scotia. The project is a general plan amendment, zone reclassification, final map subdivision, planned development permit and urban limit line extension for portions of Scotia with land use designations of Industrial General or Timberland and zoning of unclassified "U". The request involves changing the land use designation and rezoning approximately 80 acres primarily used for residential uses within the town of Scotia, and subdivision of this area so that existing residences and community facilities are placed on individual lots. Existing residential portions of the town are proposed to be changed from Industrial General to Residential Low Density. Areas of the town that currently include developed utility infrastructure would be changed from Industrial General or Timberlands to Public Facility. Areas of the town that have existing commercial uses would be changed from Industrial General to Commercial General or Commercial Recreation. The urban limit line would be extended to encompass the Scotia town site area. The applicant also proposes formation of a Community Service District (CSD) for delivering services to the community.
