The project site is currently fully developed with a medical facility constructed in 1972, which is proposed to be completely demolished for project implementation. The facility consists of two single story buildings, approx. 15,000 and 75,551 sq. ft. in size, respectively, that occupy approx. 31% of the site area. The buildings are constructed in the Spanish/ California mission style architecture characteristic of the Westlake Village/ Thousand Oaks area. The buildings are faced off with off-white stucco material, and have both mansard and gable roof elements, clad with red clay tile. Approx. half of the site is developed to a fully improved parking lot with mature trees and other landscape materials, including one Valley Oak (Quercus lobata). Parking lot trees include Western Sycamore (Platanus racemosa), Canary Island Pine (Pinus canariensis) and Chinese Evergreen Elm (Ulmas parvifolia). Zoning of the site is Public/ Institutional Zone (PI), which applies to land use for public or quasi-public purposes. Special Needs Housing is permitted subject to approval of a Conditional Use Permit in this zone, and provided that the site in question has been designated for Special Needs Housing in the General Plan. (Special Needs Housing is defined as housing for the elderly, handicapped, or low/ moderate income households). The General Plan Land Use Designation of the site is Institutional (I), the Institutional designation applies to quasi-public uses such as religious facilities, private schools, and hospitals.
Document Description
The proposed project would develop three contiguous parcels comprising 6.52 acres with a full-service senior-citizen independent and assisted living residential facility, including 170 independent living units and 40 assisted living units. Independent living units are proposed to be from 700 to 1,500 square feet in size, with one-and two-bedroom suites. Assisted-living units would range from 400 to 640 square feet in size, including studios and one-bedroom units. The facility would also include communal dining areas, a library, a living room with computer stations, a multi-purpose room for activities such as dances and seminars, a media room, exercise area, swimming pool, spa/massage therapy room, hair and nail salon, card room, arts and crafts room valet and a sundries store. Residents of this facility are anticipated to be in the 70 and above age group.
