Reasons for Exemption
1. The project is a small short term removal action to eliminate the threat of release of hazardous substances by excavation and offsite disposal of the contaminated soils and thereby reduce potential risk to future site occupants at the site and will not excess $1 million in cost. 2. The Site is not on a Hazardous Waste and Substances Sites List, pursuant to Government Code section 65962.5. 3. The Site is not in a known biological or cultural resource area. 4. The Interim Measure removal activities will not cause a significant effect on the environment because of the following: (a) The location of the site is in light to moderate industrial/manufacturing environment. Surrounding land use is primarily industrial/commercial with Ventura County flood control channel and agricultural land to the east and south of the site. There are no schools or residences within a quarter mile radius of the site. (b) Removed concrete and excavated soil will be loaded directly into semi trailer trucks using a back hoe. The trucks will be covered with protective tarp covering prior to leaving the site to the disposal site. Dry soil on paved road from the sites' gate to the main road coming off the trucks' tires will be swept and collected for disposal. A fine-water-spray will be applied to the excavation and truck loading areas to prevent dry dust. Prevailing wind direction will be established at the start of each working day on a continuous basis. In the event the wind speed exceeds 12 mph, all work will cease until the wind speed falls below 12 mph. (c) Thermo electron dust monitoring devices pDR1000 will also be used for proper dust monitoring. (d) Since all excavations are to be conducted during early Fall and not in the rainy season, storm water runoff is not anticipated to be a problem and the excavation will be backfilled immediately following confirmation sampling. Should unexpected rainfall occur all activity will stop and berms (earthen sandbags or man-made absorbent booms) will be used to contain any storm water runoff. (e) Work activities will be conducted on weekdays between the hours of 7 am to 5 pm. (f) Activities will be conducted pursuant to the means and methods described in the Interim Measure (IM) Workplan and consistent with the Health and Safety Plan that incorporates DTSC, OSHA, Cal OSHA, and Federal health and safety regulation requirements. The workers training will be in compliance with all applicable federal, state, and local regulations, and will be properly equipped for the material to be handled. (g) All trucks will be decontaminated prior to leaving the site. Due to the location of the site and the selected transportation route, no specific traffic control measures would be necessary. Trucks will leave the site by traveling east on Wooley Road to Rice Avenue, north on Rice Avenue to I-101, south on I-101 to SR-134, SR-134 east to I-210, east on I-210 to I-15, north on I-15 to I-373, north on I-373 to I-95, north on I-95 to the disposal site.
