Document Description
Transfer jurisdiction of tidel inlet channel and jetties connecting tidal basin to the ocean at the Bolsa Chica Lowlands Restoration project, adjacent Bolsa Chica State Beach (SB). The Transfer of Jurisdiction (TOJ) is proposed from the Department of Parks and Recreation (DPR) to the State Lands Commission (SLC) and includes approximately 15,750 sq. meters of property at the channel and rock jetties and an approximate 4,036 sq. meters of realigned Pacific Coast Highway right of way associated with a newly-constructed highway bridge. Grant easement to SLC to beach nourishment parcels at Bolsa Chica SB for construction, maintenance, and repair. All construction activities have been evaluated in CEQA compliance documents including but not limited to the Final EIR/EIS for the Bolsa Chica Lowlands Restoration Project (SCH# 2000071068) prepared for California State Lands Commission, U.S. Fish & Wildlife Service, and U.S. Army Corps of Engineers in April 2001. Project has no physical component and is limited to the TOJ and easements.

Project consists of the sale or other transfer of surplus government property that does not have significant values for wildlife habitat or other environmental purposes and the property is of such size, shape, or inaccessibility that it is incapable of independent development or use; and minor alterations in land use limitations in areas with an average slope of less than 20%, which do not result in changes in land use or density and is included as "sale or exchange of State Park system properties" and "issuance of easements and permits" in the Department of Parks and Recreation's list of exempt activities in accordance with CCR § 15300.4.
