Document Description
The Operator proposes to implement improvements at Lower Crystal Springs Dam (LCSD) which will enable floodwaters associated with the probable maximum flood (PMF) and other very large and infrequent floods to pass safely over the LCSD. The dam spillway will be widened, its crest reshaped and permanently raised, the parapet wall, a concrete wall on the upstream side of the dam, will be raised, and a new stilling basin will be built at the base of the dam to replace the existing stilling basin. Under the Lower Crystal Springs Dam Improvement (LCSDI) Project (Project), the maximum normal water surface elevation will be four feet above its current level, increasing from 283.8 to 287.8 feet. Due to the increase in reservoir operating levels, the Project also includes another component located along the Pulgas Discharge Channel about 4 miles south of the LCSD that will involve raising an existing water sampling station by about 5 feet to prevent the sampling equipment from being inundated under operations. The California Department Fish and Game (DFG) is executing a Lake and Streambed Agreement Number 1600-2010-0133-3 pursuant to Section 1602 of the Fish and Game Code to the project Applicant, Husam Masri/San Francisco Public Utilities Commission.
