Document Description
The Navy requested a class 1* permit modification (which requires DTSC's prior approval for the modification) to the Naval Air Station, North Island Hazardous Waste Facility Permit on June 17, 2005 and submitted a revised request on January 23, 2006. The major proposed modifications requested by the Navy are described below: 1. Change in the facility's owner and operator 2. Clarification to a storage unit 3. Addition of three "back-up" tanks 4. Information updates for hazardous waste treatment tanks 5. Administrative updates and changes.

Reasons for Exemption
The installation of three backup tanks does not increase the facility's storage and treatment capacity nor does it allow the handling of new types of hazardous waste at the site. The backup tanks are located within the Hazardous Waste Treatment Complex and its access is restricted from public by guarded gates. In addition, the HWF Complex is also surrounded by a fence and only authorized persons are allowed. The usage of these three backup tanks is not expected to increase any traffic associated with hazardous waste transportation because they are operated only when the three normal tanks are down for maintenance. The three normal tanks (T-23A, T-24A, and T-25A) are required to be assessed every 5 years. Sensitive species are not found in the HWF Complex. The only known ecologically sensitive area near the HWF Complex is the Least Tern nesting area, located approximately 600 feet northwest of the Complex. The closest building, which is an administrative building, to the HWF Complex is approximately 90 feet from the Complex boundary. The closest off-base public roadway to the HWF Complex is approximately 4,000 feet to the southeast. Other modifications such as change in the operator, owners and emergency coordinators and update the Part A and B permit applications are merely administrative changes and no physical changes are expected as a result of these administrative changes. With certainty, there will be no possibility of significant environmental effect.
