Venoco owns two idled wells on what is known as State Leas 421: a water injection well which occupies pier 421-1 and an oil production well that occupies pier 421-2. The piers are located immediately east of Sandpiper Golf Course and extend offshore, into the surf zone. Pier 421-1 is located on the beach and in the surf zone, which is classified as open space/passive recreation and in the Recreation zone district.
Document Description
Venoco Inc. has applied for a Final Development Plan to validate emergency repair work performed on a pier structure within their State Lease 421 ("SL 421") after the outer wall of pier 421-1 failed during a winter storm, exposing the inner caisson wall to potential storm damage. The City of Goleta issued an Emergency Permit (04-EMP-001) on August 24, 2004 which authorized a repair project to remove the fallen wall and replace a portion of the old caisson wall with a new wall. Venoco installed a new wall face on the ocean (south) side of the caisson, with a small return on the adjacent sides. Venoco also removed fallen wall debris from the beach.
