Reasons for Exemption
Class 14 exempts minor additions to existing schools within existing school grounds where the addition does not increase original student capacity by more than 25% or ten classrooms, whichever is less. The original design capacity of the school is 1,400 students which is accommodated in permanent construction facilities and 10 portable classrooms. The current school enrollment is 1,462 students. The addition of 4 portable classrooms will increase capacity to 1,586, an approximate 13% increase above original capacity, and will bring the total number of portable classrooms on the site to 14. However, because 10 portable classrooms were placed on site as part of the original school design, the Class 14 exemption would allow for the placement of up to 20 portable classrooms on site, so long as the student capacity did not exceed 25% of the original design capacity. Therefore, the placement of 4 additional portable classrooms meets the requirements under the Class 14 exemption and will result in a total of 14 classrooms on-site. The addition of 4 portable classrooms will not require demolition or new construction to occur on site. There is no reasonable probability that the project will have a significant effect on the environment due to unusual circumstances because the site is already developed with a middle school.
