Document Description
Two Class 1* modifications to the Hazardous Waste Facility Permit to change the schedule for closing Tank T-2 in Waste Vault 29 and Tank T-63 in Waste Vault 67. Hitachi GST was issued a Hazardous Waste Facility Permit renewal on May 16, 2005. The Closure Plan approved by DTSC when the Permit was issued included a scheduled closure of Tank T-2 in Waste Vault 29 and Tank T-63 in Waste Vault 67 starting in January 2006. The closure of Tank T-2 and Tank T-63 are considered partial closures.

Reasons for Exemption
Approval of the Class 1* permit modifications only changes the date of closure of Tank T-2 and Tank T-63 from 2089 to 2006. These tanks are being closed because they are no longer required for hazardous waste management at the Hitachi GST facility. Hitachi GST is required to complete closure of the tanks within 180 days after the tanks receive their final volume of hazardous waste in accordance with the California Code of Regulations, title 22, subsection 66264.113(b). There is no possibility that closing the tanks in 2006 instead of 2089 may have a significant effect on the environment. The closure activities for Tanks T-2 and T-63 will be conducted in accordance with the Closure Plan approved witht he Permit in May 2005. DTSC prepared a Negative Declaration for the Permit renewal, which included consideration of the potential impacts from activities in the Closure Plan. Waste Vaults 29 and 67 will not be closed at this time. They will remain as part of the permitted facility. There had not been any known release from Tank T-2 and Tank T-3 or from Waste Vaults 29 and 67 to soil or groundwater that would require cleanup at this time.
