Document Description
Eastern Municipal Water District is currently operating temporary sodium bisulfite systems to dechlorinate recycled water prior to discharging into Temescal Wash/Alberhill Creek. These existing temporary facilities were installed on an as-needed basis and are in need of operational and safety improvements. Also, they are not sized to handle the increasing recycled water flows. In order to reduce health and safety risks to the operators, optimize the dechlorination system, provide protection to the aquatic species in Temescal Wash/Alberhill Creek, and standardize the design, construction, equipment selection, and operation and maintenance, EMWD proposes to install permanent facilities at three project sites that would be safer and easier to operate than the existing dechlorinating facilities.
The proposed project would consist of the construction of permanent dechlorination facilities at the Palomar Recycled Water Pump Station, the Reach 4 Recycled Water Pump Station, and the Reach 4 Energy Dissipation Facility. The new systems to be installed at each site would include a number of features to limit risk including containment areas, double walled storage tanks, redundancy, and the use of sodium bisulfite (a low risk chemical), pumps, analyzers, an uninterruptible power supply, and control panels. The existing facilities would be removed at the Palomar and Reach 4 Recycled Water Pump Stations.
