Document Description
The Concept Plan will illustrate potential future redevelopment of the study are and will provide an overall circulation pattern with transportation linkages to the South Hayward BART Station. For purposes of analysis, the environmental impact report will address future potential redevelopment of the study area under three alternative land use scenarios/concepts: Suburban Concept, Urban Concept and a Blended Concept. The project also includes the following related actions:
a) Proposed amendments to the City of Hayward General Plan, including the General Plan Land Use Map, for parcels within the study are under each scenario, to include new General Plan land use residential density categories of 34.8 to 75 units per net acre and 75 to 100 units per net acre to accommodate higher density housing proposals around the South Hayward BART Station and along Mission Boulevard.
b) Proposed amendments to the Hayward Zoning Ordinance to rezone parcels within the study area under each scenario and proposed amendment to the City of Hayward Zoning Ordinance establishing a new district and related design guidelines.
