Document Description
Three sites at Hayward Air National Guard Station (HANGS) are proposed for soil remediation, resulting in approximately 300 cy of soil being excavated and transported off-site. Areas of Concern J and K are transformer sites proposed for remediation to address PCB and petroleum hydrocarbon contamination. Site 7 is an area where sludge from an oil/water separator was spread on the ground, resulting in contamination with metals, polynuclear aromatic hydrocarbons, and petroleum hydrocarbons. AOC J is located in the middle of HANGS, AOC K is located near the fence separating HANGS from the public sidewalk along West Winton Avenue, and Site 7 is located at the northeast corner of the HANGS, adjacent to the Hayward Fire Station and Hayward Executive Airport.

Reasons for Exemption
1. Hayward Air National Guard Station (HANGS) is located within the boundaries of Hayward Executive Airport, an active commercial airport. HANGS is an active military installation with strict access controls; the general public is not allowed on site, and access by non-essential personnel will be restricted during soil remediation activities. The nearest public facility is a restaurant located across the street from the HANGS on West Winton Avenue, approximately 100 feet from AOC K. Dust control measures and air monitoring will be implemented to avoid exposure of restaurant patrons and workers.
2. The soil removal will take place in a heavily industrialized area. There is no ecological habitat of consequence within one mile of the removal area. The HANGS Environmental Baseline Survey (EBS) indicates surface drainage empties into marshes and mudflats on the eastern shore of San Francisco Bay via Sulphur Creek less than 1.5 miles away. The Salt Marsh Harvest Mouse is an endangered species along the shore of San Francisco Bay. Spill and runoff containment systems will be used to avoid a release from the site. Therefore, there will be no impact on creek or bayshore habitats.
3. Neither prehistoric nor historic archaelogical resources are expected to be encountered during remediation activities. No known ethnographic or contemporary Native American resources, including sacred places and traditional use areas, are present in the area. These conclusions are based on a cultural resources assessment prepared for the Hayward Executive Airport Master Plan Project prepared by Basin Research Associates on August 21, 2000.
4. The volume of contaminated soils to be removed is relatively small at 300 cy. Excavated materials will be handled by licensed and registered transporters, in compliance with applicable laws and regulations. Trucks and equipment will be inspected and cleaned prior to leaving the site, including pressure washing of the tires if necessary, to ensure contaminated soil will not be spread on the roads.
5. The transportation route to the disposal site consists of well maintained, all-purpose city roads and state highways. All excavated soil is expected to be Class II or III waste and will thus be transported by dump truck for off-site disposal at Waste Management's Altamont Landfill in Livermore, CA. The analytical data is summarized in the project description suggest the soils would not be classified as hazardous wastes. In the unlikely event waste is classified as hazardous, it will be transported to the Chemical Waste Management Kettleman Hills Facility, a Class I Disposal Facility.
