The Permittee proposes to construct tertiary treatment facilities on up to 6.5 acres of land on the "mainland" property, construct a new influent pipeline from the existing wastewater treatment plant to the new wastewater treatment plant, extend an existing 24 inch pipeline on Jersey Island to the north shore of Jersey Island to discharge treated effluent into the San Joaquin River.
