Issuance of a negotiated mineral extraction lease with terms and conditions to Hi-Grade Materials Co. for rock, sand, and gravel material from state fee owned School Lands; such lease to be for a primary term of seven years with a preferential right, upon such reasonable terms and conditions as the state may prescribe, to renew the lease for two successive seven-year periods. Authorize the Executive Officer or chosen designee to execute any documents necessary to implement the Commission's action.
