Document Description
The California Department of Fish and Game is executing a Lake and Streambed Alteration Agreement number 1600-2004-0179-R5 pursuant to Section 1602 of the Fish and Game Code to the project applicant, Mr. Stephen Taylor representing Spring Creek Commercial Ventures, LLC. The applicant proposes to alter the streambed of two unnamed drainages and their confluence, tributaries to the San Luis Rey River to accommodate the construction of the Casitas at Spring Creek Development Project, 54 multi-family units with equestrian amenities and an open space preserve. The northern portion of the site is planned for commercial development. Construction activity includes grading and placement of fill impacting 1.17 acre of streambed.
