The primary objectives of the proposed plan are to fulfill the federal 8-hour ozone requirements for the 2002-2008 Rate-of-Progress Plan for the Sacramento regional nonattainment area, update the Motor Vehicle Emission Budgets and emission inventory for transportation and general conformity purposes, and rely on the latest data and models to develop the Motor Vehicle Emission Budgets.
