Reasons for Exemption
Emergency Project. This 36-year old, 8 to 10 inch in diameter sewer pipeline shows severely deteriorated conditions including, but not limited to, heavy root intrusion, corosion, grease buildup, debris buildup and rocks in the line. The average daily flow through this sewer line is approximately 0.75 mgd and the peak flow is 1.39 mgd. In the event of a spill, a significant amount of sewage could reach public waters at the San Diego River, threatening wildlife habitat and public health and safety.
