The 2003 Housing Element Update assesses the housing needs of all economic segments of the City. It defines the goals, policies, and implementation strategies which will guide the City's approach to addressing the housing needs of the community through 2007. The 2003 Housing Element Update represents a continuing commitment to the development of housing that is currently allowable under the General Plan and Zoning Ordinance designations while promoting neighborhood compatibility; design, historic preservation, environmental quality and socio-economic diversity.
