Document Description
The proposed project is a 40-lot residential subdivision within the urban limit line. The site is 10.09 acres and is designated by the Land Use Element of the General Plan single-family residential - high density (5 to 7.2 units/net acre). The site is bounded by residentially developed lands within the City of Richmond to the west; and by residential development in the unincorporated community of El Sobrante to the south, east and north. As proposed, the primary access to the site is to be from Hilltop Drive, with an emergency vehicle access to Manor Road. The primary constraints on the design of the project are terrain features (slopes of greater than 15 percent prevail on over 80 percent of the property) and the two creek channels on the site.
