Document Description
The project proposes a Minor Use Permit to authorize an unmanned, wireless telecommunications facility on a portion of an eight acre site located on the south side of Old Highway 80, off of La Posta Circle East in the Mountain Empire Subregional Plan Area. The project proposes three 5' wood poles with four arrays, consisting of 12 antennas each, and four 12' by 28' concrete pads for associated utility equipment. The proposed lease area is 5,625 square feet and will be surrounded by a 6' chain link fence with three strands of barbed wire for a total height of 7'. The proposed lease area is located on a vacant parcel, on a hilltop. Vacant land, rock outcroppings and rural, single-family residences surround the proposed facility. The telecommunications facility will be accessed by a 12' wide access easement. The property is zoned A70 (Limited Agriculture Use Regulation) which permits telecommunication facilities under the Minor Impact Utilities use classification upon the issuance of a Minor Use Permit pursuant to Section 270(b) of The Zoning Ordinance. The "G" Height Designator of the zone limit heights Designator of the height zone limits heights of structures to 35 feet. However, the Minor Use Permit may authorize an exception to the height limitation pursuant to Section 4622(b) of The Zoning Ordinance to allow the three 45' poles. The proposed project is subject to the Regional Land Use Element Policy 1.4 Rural Development Area (RDA) and General Plan Land Use Designation (18) Multiple Rural Use.
