In order to ensure reliable operations at the Robert A. Skinner Plan (Skinner Plant), the Metropolitan Water District of Southern California (Metropolitan) proposes to expand and upgrade the existing treatment systems at the plant through Expansion No. 4 and the Oxidation Retrofit Program (ORP). These projects will 1) expand and modify the Skinner Plan to ensure it is capable of meeting the forecasted water demand for southwestern Riverside and San Diego counties through the year 2025, and 2) achieve and/or maintain compliance with recent or anticipated changes in federal or State drinking water quality regulations at the Skinner Plant.
