Document Description
The proposed project consists of a Project Master Plan (PMP) to regulate the use of approximately 2,700 +/- acre Gateway Conceptual Specific Plan (GCSP) Area located north of the San Bernardino Freeway (US 101) in the City of Indio. In addition to the PMP, the project includes certain conforming amendments to the City's General Plan Circulation Element and the Gateway Conceptual Specific Plan. The purpose of the PMP is to provide the City with more detailed plans prior to development and demonstrate that the requirements and guidelines within the GCSP are incorporated into the design of each individual project within the GCSP Area. A PMP is required to consist of a land use plan, circulation plan, utility, sewer, water, storm drain and landscape plans. Prior environmental analysis has been prepared for both the City's General Plan and the GCSP. Although development of the project site has already been assessed in this prior environmental analysis, given the new level of detail provided within the PMP and potential changes in existing conditions, a Supplemental EIR is being prepared to update the previous environmental analysis as needed to address current circumstances consistent with Section 15163 of the CEQA Guidelines.
