Alter the stream to remove dead vegetation from the burned area of the river and to remove non-naive vegetation (primarily Arundo donax) to provide increased flood capacity wihin the channel. The Operator proposes to clear and grind all burnt material in the burned portion of the river (from La Cadena Avenue downstream to Rialto Channel confluence). SAA #6-2002-153
