430-acre specific plan for up to 8.5 million square feet of commercial, business research, and light industrial uses within several planning areas between Rice Avenue, the 101 Freeway, and Del Norte Boulevard within the City of Oxnard: includes 1.5 acres for new fire station and approximately 42 acre for public streets: establishes architecture, landscape, and use guidelines and regulations; and adaptive management mitigation program incorporated in the plan allows for flexibility for best practices in storm water treatment and management, use of recycled water, and related mitigation actions. Agricultural uses may continue during phase development.
