Document Description
The proposed project consists of renovation of the Veterans Cemetery at the Veterans Home of California, Yountville. The project is needed because the cemetery requires repairs to improve use, appearance and maintenance of grounds, and provide for ADA compliance and accessibility to veteran residents and their families. Many of the headstones are tilted or leaning, and the small plaza upon which the Monument to the Unkown Soldier (Monument) is built is deteriorating. In addition, the asphalt overlay on the small access road to the cemetery is breaking down and in need of rehabilitation, and some of the fencing has collapsed and must be replaced. The existing Veterans Cemetery is 10.27 acres in size and contains approximately 4711 graves. The proposed project would include the following: realign approximately 2000 headstones as needed; clean any stained headstones; replace damaged or collapsed fencing; repave existing cemetery access road as needed; backfill and compact soil at all abrupt pavement edges and road shoulders; renovate concrete plaza at the Monument; re-grade slope of the approach to the Monument and install accessible walks in compliance with ADA; pave parking area and provide ADA accessible parking; replace a maintenance guilding and small metal shed with 885 S.F. Visitor Orientation and Maintenance Building, which will have two ADA accessible unisex bathrooms; irrigation improvements; extend existing water, power, communications, and sewer utility lines; planting irrigation measures to renovate the grounds. The Veterans Home of California, Yountville is listed in the National Register of Historic Places, and the State Historic, and the State Historic Preservation Officer (SHPO) has been consulted about the proposed project in compliance with Section 5024.5 of the Public Resources Code. Based on the site visit and consultation, the SHPO has provided the Lead Agency with written concurrence that the project would not represent a significant effect on historical resources. The lead agency shall ensure conformance to design standards set by the Secretary of the Interior pursuant to the National Historic Preservation Act for any modifications as a result of this proposed project. The project shall not relocate or disturb any grave in the Veterans Cemetery, and there shall be little or no tree removal. The project is designed to accommodate the existing needs of Yountville Veterans Home and constitutes a negligible expansion of use.
