IPM is an ecosystem-based strategy that focuses on long-term prevention of pests or their damage through a combination of techniques such as biological control, habitat manipulation, modification of cultural practices, and use of resistant varieties. Pesticides may also be utilized, in cases where monitoring indicates they are needed to remove a target organism. As described in the IPM Plan, pest control practices and materials would be selected and applied in a manner that minimizes risks to human health, beneficial and non-target organisms, and the environment. The primary criteria for the selection of appropriate IPM strategies would be that the methods must be effective and economically practical.
