Document Description
The operator proposes to replace an exiting 19-inch diameter welded steel pipe (WSP) with a 24-inch diameter WSP. The majority of the pipeline will be located in paved roads between Hilltop Drive and Carvalos Drive in the City of Chula Vista. A portion of the pipeline will be located in unpaved easements from the City of Chula Vista, and approximately 700 linear feet of the proposed alignment is adjacent to an intermittent drainage. Runoff from this drainage is discharged scrub (0.09 ac) and non-native vegetation. Prior to construction, the drainage will be fenced to preclude any impacts to jurisdictional waters of the State and resources therein. A biological monitor will be retained to monitor grading activities. If impacts to jurisdictional area occur, they will be mitigated and reported as set forth in the project 1601 Streambed Alteration Agreement (SAA #R5-2001-0088). Previous emergency grading, without proper notification pursuant to Fish and Game Code 1601 (f), impacted 0.035 acres of mulefat scrub. This emergency impact will be mitigated at a 5:1 replacement-to-impact ratio by the onsite restoration/enhancement of 0.17 acre.
