Document Description
The City of Riverside proposes to construct four ten-megawatt gas turbine generators to be used in conjunction with the existing power generating and transmission system. The turbines will function as a single unit to provide temporary power generation during times of peak electrical demand. The total anticipated operation time for the "peaker plant" is 1,600 hours per year, with most of the use occurring during the summer months, when power demand is at its highest. Each turbine, including support structures, is approximately 22-feet-high and approximately 115-feet-long, including a selective catalytic reduction system, which utilizes ammonia and a catalyst to reduce exhaust emissions. The exhaust stacks for each unit will be approximately 62-feet-high. The project requires a variance to allow 62-foot-high exhaust stacks where structures are limited to 45 feet in the O-Official Zone. The height is necessary to allow the project to meet air quality standards and is lower than the height of other nearby electrical transmission structures in the area. On this basis, staff is supportive of the variances.
