Document Description
The Lathrop General Plan, first adopted in 1991, calls for creating a "new town" with a population of about 30,000 by about 2012. The City Sphere of Influence boundaries, which encompass the proposed annexation area, are considered by the General Plan to be a "potential urban limit line" to contain expected growth. The General Plan considers specific plans to be the primary tool of implementation for the General Plan; specific plans are anticipated for all three planning areas within the annexation area in the near future. The project would involve the annexation of 1,854 acres within the existing Sphere of Influence. The existing General Plan designations within the annexation area would not change. The lands would be pre-zoned to be consistent with the General Plan land uses.
