Upgrade SR 149 to a 4-lane expressway by constructing two additional lanes, shoulders and a median; construct freeway-to-freeway interchanges at the SR 70/149 and 99/149 intersections; rehabilitate existing SR 99 and 149 roadways; realign portion of Shippee Road, SR 70 and Table Mountain Boulevard; reconstruct the SR 70/191 intersection; and construct driveway access roads.
