Document Description
CDFW is intending to execute a Lake and Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code (# 1600-2013-0290-R5) to the Project applicant, Seth Shank of the Santa Barbara County Flood Control District. The Permittee proposes to maintain the debris basins to prevent flooding, to collect debris and sediments, and maintain capacity with two methods. One method, where capacity is not at 25% full, the Permittee proposes to routinely clean sediments and vegetation within 10 feet of the toe of the dam, the entire dam face, the outlet structure, and a 15 foot wide low flow pilot channel through the basin, from the upstream end, and expanding to 30 feet wide, approximately 30 feet above the outlet structure. The remaining vegetation shall be left to provide habitat for wildlife. When basin capacity reaches or exceeds 25% full, or after a large wildland fire, the Permittee may clean out the basins to their original size. Vegetation above the high sediment level shall remain on the banks to prevent erosion and to provide a seed bed for colonization of native species. Native seeds shall be cast on the banks of the newly exposed banks to protect from erosion of eth slopes. Some of the basins were designed to be removed after the threat of the wildland fires passed. These basins maybe modified to allow for fish passage. Any and all modifications will require an amendment to this Agreement and final approval by CDFW.
