Document Description
Closure of 0.85-acre landfill that last operated as a burn dump in the 1960s, pursuant to a Closure Plan approved by the Local Enforcement Agency (LEA) on October 24, 2000. Plan calls for capping waste in place and monitoring for a 5-year period pursuant to requirements of the Regional Water Quality Control Board. Project also includes installation of security fence around the landfill site pursuant to Section 21335 of the California Code of Regulations and Notice of Violation from the LEA.

Reasons for Exemption
Class 3 "consists of construction and location of limited numbers of new, small facilities." Example (e) "Accessory (appurtenant) structures including garages, carports, patios, swimming pools, and fences." Class 8 "consists of actions taken by regulatory agencies, as authorized by state or local ordinance, to assure the maintenance, restoration, enhancement, or protection of the environment where the regulatory process involves procedures for protection of the environment." This exemption addresses LEA approval of the Closure Plan but does not include construction (grading) activity. Class 4 "consists of minor public or private alterations in the condition of land, water and/or vegetation which do not involve removal of healthy, mature, scenic trees..." Examples (a), (c) and (f) contemplate limited grading comparable to the soil cover activity which comprises the substance of the Closure Plan.
