Document Description
The Department of Toxic Substances Control (DTSC) proposes a Closure Plan for Refineries Service, Richmond, a used oil transfer facility that was operated by PRC Patterson, Inc./Enviropur West and is now inactive. The facility ceased operation on January 25, 1995. Bauman Landscape, Inc. the current property owner, is conducting the facility closure pursuant to a Consent Order between DTSC and Bauman Landscape Inc. (Docket #HWCA 97/98-3008). The three above-ground storage tanks that held used oil, oily water, antifreeze or water were removed by Bauman Landscape's contraction on July 7, 1997-July 8, 1997. This project consists of confirmation soil sampling to determine whether any residual contamination is present and whether any soil removal is required. The facility had been authorized under interim Status pursuant to Health and Safety Code section 25201.6 (Standardized Permit tier). The facility is located on a portion of a parcel owned by Bauman Landscape in area zoned for industrial/commercial use.
During the facility's operation, oily wastes were transported in bulk from various generations to two above-ground storage tanks (20,000 gallons and 18,700 gallons) for temporary storage. A third tank, 9,900 gallons, was used for water storage. When a sufficient volume of wastes accumulated at the facility, the contents were removed and transported to a recycling facility for processing.
1. Confirmation soil sampling will be conducted to determine if any residual contamination is present. Testing will be conducted for total petroleum hydrocarbons, metals, polychlorinated biphenyls (PCBs), and ethylene glycol.
2. If the sampling results indicate significant contamination, a plan to remediate the contamination will be developed and approved by DTSC.

1. This closure plan implementation will take less than one week. Since the aboveground tanks that previously held used oil have already been removed, this project consists of soil sampling in the area where hazardous waste management activities were conducted.
2. If significant contamination is found, a remediation plan will be developed and approved by DTSC. If a removal is necessary, any removed soil will be transported off-site to an hazardous waste facility by registered hauler. If any removal exceeds 20 yards of soil, a new CEQA evaluation will be conducted.
3. The facility is located in an area zoned for commercial or industrial use. The distance to nearest residence is approximately one-half mile.
