Document Description
The proposed project consists of the modification of a bedrock outcropping located immediately upstream and on the opposite bank from the California Men's Colony (CMC) wastewater treatment plant outfall at Charro Creek. A portion of the bedrock above the base summer flow level will be removed to reduce high flow-related pressures on the wastewater outfall revetment structure. The modification is recommended by John Kellerman, Cheif Engineer at CMC, and Entrix (environmental engineering consultants). A planning process is currently underway to design a replacement for the failing outfall structure with complete construction by November 2001. The bedrock modification project is proposed as an interim erosion preventative measure to avoid catastrophic failure of the outfall structure, which is fractured and partially undermined from previous severe erosion. The reduction of erosion potential is also anticipated to be a major factor in developing the most environmentally acceptable design for the outfall structure.

Reasons for Exemption
The project is a specific action to prevent an emergency, i.e., catastrophic failure of the CMC's wastewater treatment plant outfall due to continued erosive action of high water flows directed into the outfall by a rock outcropping.
