Document Description
The RAW specifies clean-up procedures to be implemental at the proposed Belmont/Hollywood New Primary Center No. 3 site for the excavation, removal, backfill, and off-site disposal of soils contaminated with polycyclic aromtic hydrocarbons (PAHs), specially benzo(a)pyrene. Excavation, sampling, and restoration activities are expected to occur over a twenty-three day period. Approximately 480 cubic yards of contaminated soil from the southern boundary of the site will be excavated to a depth of approximately five feet below ground surface to achieve a cleanup level of 0.9 mg/kg for benzo(a)pyrene. This cleanup concentration was established through a human health risk screening evaluation completed in conjuntion with the Preliminary Endangerment Assessment (PEA) conducted under the oversight of the Department of Toxic Substances Control (DTSC) in February, 2000.

Reasons for Exemption
Minor cleanup actions taken to mitigate, or eliminate the release or threat of a hazardous waste.
This Class 30 action is a minor cleanup action to be taken to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of a hazardous waste or substances which is small removal action costing approximately $95,000.00. The project will not have a significant effect on the environment because of the relatively small volume, short project duration, and the controlled manner in which contaminated soils will be excavated, loaded onto trucks and taken off-site for treatment as described above. Further details on these controls are included in the RAW including an Excavation Plan, Engineering Evaluation/Cost Analysis, Health and Safety Plan, Quality Assurance Project Plan, Transportation Plan, and a Dust Control Plan. The site is not on the Hazardous Waste and Substances Sites List or in a sensitive cultural or biological resource area.
